Why this is a different question from "best rowing machine"
Our main rowing machine comparison ranks these on the rowing experience. This page deliberately does not. In a third-floor walk-up with a neighbour below, a machine that rows beautifully and transmits every stroke into the ceiling below is the wrong machine, no matter how good the catch feels.
The ranking changes because the constraint changes. That is the whole reason this page exists separately.
What actually matters
Noise type, not noise level. Magnetic resistance is quiet in the way that matters: there is no impact. Water rowers are not loud in decibels but produce a distinct rhythmic swoosh that carries. Hydraulic pistons are quiet but can knock at the end of the stroke. For a shared wall or floor, impact and rhythm matter more than volume.
Upright storage is not the same as small. Almost every rower here claims upright storage. The real question is the footprint and height when upright, and whether you can actually move it alone. The JOROTO is heavy when filled; plan to empty it or not move it.
Rail length versus your height. Short rails are the most common regret in compact rowers. If you are over about 185cm, check the inseam rating before anything else.
Floor protection. A mat is not optional in a rental. It protects the floor, cuts transmitted vibration, and is cheaper than a bond deduction.

Buy it because it is small and cheap, not because it rows well.
JOROTO MR280PRO water rower — $649.99, 4.3 from 736 ratings. New to our coverage. The best stroke feel here by some distance, and the reason to pick it is enjoyment rather than practicality. It is tall when upright and heavy when filled. In a studio it dominates the room.
Dripex Magnetic — $856.82, 4.6 from 31 ratings. Capable, well-built, and hard to justify in an apartment at this price when the MERACH covers the same need. Small review sample again.
Who should skip a rower entirely
If your constraint is genuinely floor space rather than noise, a walking pad stores flat under a bed and a suspension trainer stores in a drawer. Rowers are excellent machines that are honestly difficult to live with in a small space, and we would rather say that than pretend an upright-storage claim solves it.
FAQ
Will my downstairs neighbour hear it? With a magnetic rower on a mat, usually not meaningfully. With any rower slammed at the end of each stroke, yes.
Can I leave a water rower filled? Yes, with the manufacturer's purification tablets and periodic water changes. Emptying it to move it each time is the thing people stop doing.
Is hydraulic good enough to start? For general fitness, yes. For learning proper rowing technique, it is the weakest option here.
