Who it's for
People training with a barbell in a garage that still has to hold a car. The 146cm height is the number that matters: it clears under a roller door track that would rule out a full cage, and there is no overhead crossmember to collide with anything.
At 28 kg it is heavy enough to stay where you put it without bolting, and light enough that one person can reposition it. That combination is exactly what a shared garage needs.
Who it's not for
Anyone who trains heavy to failure on their own. Independent uprights give you shorter spotter arms and less structure than a cage, so the safety margin under a failed rep is smaller. Manage that by being conservative with load rather than by hoping — or find the ceiling height for a proper cage.
